Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a capacity enabled by current data. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably provided by Western nations. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that European nations are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, persist.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
